  RPF and his soldiers were  not of the right political maturity and qualification , to show what the ICTR-Arusha must do . Imagine a caboodle suspected  of war crimes  that is  determining the course of a court, whose aim is to deliver true justice and fair   judgment to that caboodle and its opponents ! What!!!!!
