Les négociations de Doha entre la RDC et le AFC/M23 ne doivent pas promouvoir l'impunité sur les exactions commises par le M23 et les troupes rwandaises en RDC

Depuis plus de deux décennies, l'est de la République Démocratique du Congo (RDC) est secoué par des cycles de violence récurrents alimentés par des groupes armés locaux et étrangers, dont l'un des plus déstabilisateurs est le Mouvement du 23 mars (M23), soutenu militairement, politiquement et logistiquement par le Rwanda selon les Nations Unies. Les récents pourparlers de Doha, initiés sous l'impulsion de partenaires internationaux soucieux de « stabiliser » la région, prétendent ouvrir un espace de discussion entre le gouvernement congolais et la plateforme AFC/M23. Cependant, ces négociations posent une question fondamentale : peuvent-elles réellement contribuer à la paix si elles contournent la responsabilité des auteurs de crimes graves ?

La réponse est non. Et ce non est crucial. Toute démarche diplomatique qui légitime, normalise ou récompense des acteurs ayant commis des violations massives des droits humains court le risque de cimenter l'impunité, d'encourager la répétition des violences et de fragiliser davantage la souveraineté et la cohésion nationale de la RDC. Les négociations de Doha ne doivent en aucun cas devenir un mécanisme permettant au M23 et à ses parrains rwandais d'échapper à la justice pour les crimes commis contre les civils congolais.
