Paul Kagame, la légitimité mise en scène et la politique des manifestations forcées dans la région du Kivu

Depuis plus de deux décennies, Paul Kagame projette une image de discipline, d'ordre et de clairvoyance stratégique auprès de la communauté internationale. Pourtant, derrière cette façade soigneusement cultivée se cache un bilan préoccupant dans l'est de la République démocratique du Congo (RDC), particulièrement dans le Nord et le Sud-Kivu. Aujourd'hui, alors que la pression s'intensifie à travers les Accords de Washington et la Résolution 2773 du Conseil de sécurité des Nations unies, une nouvelle tactique a émergé : l'orchestration de manifestations forcées dans les zones occupées pour fabriquer le consentement et simuler le soutien populaire à la présence militaire rwandaise.

Ces manifestations, organisées dans les villes et villages sous le contrôle effectif des Forces de défense rwandaises (FDR) et de leurs groupes armés supplétifs, sont présentées comme des expressions spontanées de gratitude. Les participants sont contraints de scander des slogans vantant la « sécurité », les « droits » et la « libération », tandis que certains sont forcés d'appeler à la transformation de la région du Kivu en État séparé—un discours explicitement balkanisant qui sert les objectifs stratégiques à long terme de Kigali. Loin de refléter la volonté populaire, ces événements constituent un théâtre politique coercitif.

Paul Kagame, Staged Legitimacy, and the Politics of Forced Demonstrations in the Kivu Region

For more than two decades, Paul Kagame has projected an image of discipline, order, and strategic foresight to the international community. Yet behind this carefully cultivated façade lies a troubling record in eastern Democratic Republic of the Congo (DRC), particularly in North and South Kivu. As pressure mounts through the Washington Accords and UN Security Council Resolution 2773, a new tactic has emerged: the orchestration of forced demonstrations in occupied areas to manufacture consent and simulate popular support for Rwanda's military presence.

These demonstrations, held in towns and villages under the effective control of the Rwanda Defence Force (RDF) and its proxy armed groups, are presented as spontaneous expressions of gratitude. Participants are compelled to chant slogans praising "security," "rights," and "liberation," whilst some are forced to call for the Kivu region to become a separate state—an explicitly balkanising narrative that serves Kigali's long-term strategic goals. Far from reflecting popular will, these events constitute coercive political theatre.
