Kuba Itegeko Nshinga ry'igihugu iki n'iki ryahinduka inshuro izi n'izi mu gihe gito cg kirekire ntabwo ari cyo kibazo nyamukuru.

Numvise ko hari ba gashakabuhake ( babarirwa muri za mpyisi zihora zirejerehe imiranga y'intare) bari mo kwoshya Kagame bamubwira ko guhindura itegeko nshinga ari ibintu bisanzwe, ko n'iry'ibihugu byabo nta gihe ridahindurwa...!

Ikibazo nyamukuri ni uko buri tegeko nshinga ry'igihugu iki n'iki rifite ingingo "ndahihindurwa" nk'uko ku byerekeye Urwanda, ingingo rukumbi ndahindurwa ari iriya irebana na manda ntarengwa z'umukuru w'igihugu (zaba zikurikiranye cg zidakurikiranye).

Urugero: 

Itegeko Nshinga ry'Amerika ryatangiye kwubahirizwa tariki ya 4 Werurwe 1789. Mukwa Cyenda kw'uwo mwaka hemejwe ingingo 10 zihindura iryo tegeko nshinga ( the first 10 amendments to the US Constitution also known as the Bill of Rights). 

Kugeza ubu itegeko nshinga ry'Amerika ryahinduwe inshuro 33 ariko ingingo 27 nizo zonyine kugeza ubu zemejwe na leta 50 zigize Amerika mu gihe kitarambiranye (7ans) nk'uko amategeko abiteganya. 

Nk'uko itegeko nshinga ry'urwanda rivuga ko  ingingo ya 101 ari ndahindurwa, n'itegeko nshinga rya Amerika rifite ingingo eshatu ndahindurwa: iyerekeye ubucara, iyerekeye imisoro n'iyerekeye uburyo za leta zihagararirwa muri senat (2senateurs/Etat).

La Constitution actuelle du Rwanda a été adoptée par référendum le 26/05/2003 . Elle est entrée en vigueur le 04 juin 2003, date de sa publication au Journal Officiel de la République du Rwanda.
Elle a subi 4 modifications:la première le 02 décembre 2003, la deuxième le 08 décembre 2005, la troisième le 13 août 2008 et la quatrième le 17 juin 2010.
 En 12 ans, une 5ème modification est souhaitée par KAGAME pour lui permettre d'être Président à vie!!!
 
Heureusement que le ridicule ne tue pas comme dirait l'autre!
