  Francois,  Gira Impagarike! In my opinion and with regard to Kagame, there is no clear cut between "being a tyrant" and "being a fascist". Kagame incarns these two figures in the worst possible scenario. You stated that: "A tyrant doesn't care about people's welfare, only his own and for small cast arround him". Exactly! Because Kagame doesn't care at all about the Rwandan people's well being (healthcare, education, nutrition, social welfaire, sanitation, security, buying power, cultural heritage, etc), he is indeed the worst tyrant, the world has ever had.
