  Francois,  Gira Impagarike! In my opinion and with regard to Kagame, there is no clear cut between "being a tyrant" and "being a fascist". Kagame incarns these two figures in the worst possible scenario. You stated that: "A tyrant doesn't care about people's welfare, only his own and for small cast arround him". Exactly!
