"Depuis plusieurs années le Rwanda a prétendument bénéficié de manière significative du pillage des minerais du Congo -en particulier, l'étain , le tantale et le tungstène, avec quelques commerçants rwandais procédant au ré-étiquetage des minerais congolais comme étant rwandais pour les vendre sur le marché mondial, selon de nombreux rapports du Groupe d'Experts des Nations Unies [30].

En 2000, le Rwanda a exporté sept fois plus de coltan qu'il n'en a produit. Il en est de même pour les diamants et l'or [31]. Plus précisément, les exportations de diamants rwandais ont augmenté de 166 carats en 1998 à 30.500 carats deux ans plus tard.

Entre 1999 et 2000, l'Armée Patriotique Rwandaise (APR) a fait un profit de 250 million de dollars en l'espace de 18 mois, selon un Groupe d'Experts de l'ONU [32]."

Ishyirahamwe ry'abacukuzi b'amabuye y'Agaciro mu Rwanda( RMA), ryahawe icyemezo cy'ishimwe n'ishyirahamwe mpuzamahanga ry'inganda zikora ibikomoka ku mabuye ya Coltan ku Isi (TIC), bigaha u Rwanda ubudahangarwa burwemera nk'igihugu gicukura amabuye y'agaciro yo mu bwoko bwa Coltan.

 

Ni igisa n'igisubizo ku bakunze kuvuga ko u Rwanda rutagira amabuye y'agaciro cyane cyane ayo mu bwoko bwa Coltan, kuko icyo cyemezo gitangwa hamaze gukorwa igenzura ryimbitse, bahereye kuho acukurwa, uburyo atunganywa, cyangwa asukurwa kugeza ageze ku isoko.

 

Mu muhango wo kwakirwa, Umuyobozi wa RMA, Kalima Jean Malic yasabye Abanyarwanda kurushaho gukora ubucukuzi bw'umwuga kandi bugezweho.

 

Ati " Ubwo amahanga akomeje kutwizera, tugerageze dukore ubucukuzi bugezweho, kandi tunabwitabire ntibube bwa bundi bwa gakondo, kandi icyagaragaye amahanga aratwizera, n'igihugu na cyo kiri kugenda gishyiramo ingufu, abanyarwanda bakwiye guhaguruka, n'abakiri bato bitabire kubyiga."

 

RMA yasabye kwemererwa kwinjira muri uwo muryango muri Nzeri 2016, mu nama yabereye mu Mujyi wa Toulouse mu Bufaransa.

 

Kalima avuga ko bajya kwakira u Rwanda, bashingiye ku musaruro uva mu Rwanda woherezwa mu mahanga ukajya gukoreshwa muri izo nganda, ati " Urumva ko batapfa kwemerera ishyirahamwe ryo mu gihugu babona ko hataba amabuye y'agaciro."

Kugeza ubu ishyirahamwe ry'abacukuzi b'amabuye y'agaciro mu Rwanda rigizwe n'amakompanyi y'ubucukuzi 240 akorera hirya no hino mu gihugu.

 

Kubera ihungabana ry'ubukungu bw'ibihugu byari abakiliya beza b'amabuye y'agaciro mu bihe bishize, ibiciro by'amabuye y'agaciro byarahindaguritse cyane nk'aho ayoherejwe mu mahanga mu 2013 yari afite agaciro ka miliyoni $226, mu 2014 agera kuri miliyoni $206 na ho mu 2015 aba miliyoni $150.

 

Mu igenamigambi rya guverinoma y'u Rwanda biteganywa ko kugeza mu 2017/2018, ubucukuzi bw'amabuye y'agaciro bugomba kuba bwinjiza miliyoni $400 zivuye ku $158 zinjizwaga mu 2011, hagamijwe kugabanya ikinyuranyo cy'ibitumizwa n'ibyoherezwa mu mahanga no gusigasira agaciro k'ifaranga ry'u Rwanda.

 

Ubusanzwe u Rwanda rucukura amabuye y'agaciro arimo Coltan, Gasegereti Wolfuram n'andi, kandi kugeza ubu ubucukuzi bw'amabuye y'agaciro ni ubwa kabiri mu kwinjiza amafaranga menshi mu gihugu kuko mu mahanga rwohereza toni zisaga 9000 z'amabuye y'agaciro buri mwaka.
