Kuba aba FDLR barahise mo kwitwaza intwaro ntibibabuza kuba impunzi. Kandi rero si ubwa mbere impunzi zitwaza intwaro kugira ngo zibashe gusubizwa uburenganzira bwazo zambuwe. 

Ibi nzi neza ko Kagame na RPF ye babizi kundusha.

Mais, selon son "chancelier", Boniface Benzinge, le roi aurait posé des conditions. Comme il l'avait déjà dit en 1996 à Paul Kagamé, il veut que "le peuple soit consulté". Il aurait en outre demandé "que tous les Rwandais en exil soient autorisés à rentrer". On voit mal comment le gouvernement, qui refuse de négocier avec les rebelles des FDLR, qu'il considère comme génocidaires, pourrait accepter ces conditions.
