The International Panel of Eminent Personalities to
Investigate the
1994 Genocide in Rwanda and the Surrounding Events was
created by the
Organization of African Unity. As the genocide was
unprecedented in
African annals, so is the Panel. This is the first time in
the history
of the OAU that Africa's Heads of State and Governments have
established
a commission that will be completely independent of its
creators in its
findings and its recommendations. We are honoured by the
responsibility
that has been entrusted to us.
